One Embankment Place is a major mixed-use redevelopment rising above Charing Cross Station, on one of central London's most historic riverside sites. Pocket was engaged to author the scheme's Cultural Framework — the document setting out how art, heritage, and public life are woven into the plans, submitted in support of the planning application to Westminster City Council

Our Approach

Built the Cultural Framework around three guiding principles — Flow, Connect, Celebrate — aligned to the landscape and design vision.

Engaged over 40 cultural and community stakeholders, from Charing Cross Theatre and the RSA to Somerset House and Westminster's markets team.

Reframed the future of the long-standing Charing Cross Collectors Market as cultural succession, safeguarding its place within the new scheme.


Impact

Delivered a submission-ready framework that positions culture at the heart of the redevelopment's identity.

Set out a clear, deliverable vision connecting the site to the wider London Heritage Quarter and the river.

Established a foundation for long-term partnerships and a year-round cultural offer as the scheme comes forward
